Job Description

About the Project Controls Engineer Role:
We are looking for an experienced and analytical Project Controls Engineer to join our Logistics and Planning team based in Great Yarmouth.

This is a varied role providing integrated cost control, planning, forecasting and performance management support across a portfolio of ODE client contracts and projects.

Working closely with Operations Managers, Engineering, Supply Chain, Logistics and Finance, you will help maintain robust project controls processes that provide clear visibility of current performance, emerging trends, future workload, cost exposure and schedule risk.

The role will support both ongoing Duty Holder / COMAH site operations and discrete projects across ODE’s wider client portfolio, providing accurate and timely management information to support effective decision-making.

Key responsibilities include:
Cost Control
▪ Developing and maintaining project and operational budgets, forecasts and cost reports for
assigned contracts.
▪ Monitoring actual expenditure, commitments, accruals and forecast expenditure against
approved budgets.
▪ Producing monthly cost reports, including variance analysis, forecast outturn and
commentary on key movements.
▪ Maintaining Estimate at Completion (EAC) and forecast cost projections, identifying
emerging cost pressures and opportunities.
▪ Reviewing purchase orders, invoices and commitments to ensure expenditure is correctly
allocated and reflected within client forecasts.
▪ Working closely with Finance, Supply Chain and Operations Managers to reconcile financial
information and ensure reporting accuracy.
▪ Supporting annual budget cycles, client forecasting exercises and financial reporting for
governance meetings.
▪ Supporting the financial assessment of scope changes, variations and additional client
requirements.
Planning & Scheduling
▪ Developing, maintaining and administering integrated operational and project schedules
using Primavera P6 and other planning systems as appropriate.
▪ Working with Operations, Engineering, Logistics and other disciplines to capture planned
activities, milestones, dependencies and resource requirements.
▪ Monitoring actual progress against approved plans and baselines and identifying schedule
variances, constraints and potential conflicts.
▪ Undertaking schedule reviews and supporting the development of recovery or mitigation
plans.
▪ Integrating client, contractor and supplier activities into ODE operational plans.
▪ Identifying key interfaces and dependencies across operations, procurement, engineering,
marine, aviation and other project activities.
▪ Supporting short, medium and long-term operational planning and producing lookaheads
and milestone reports.
Project Controls & Performance Reporting
▪ Providing integrated cost and schedule reporting to Operations Managers.
▪ Supporting the identification and assessment of changes to scope, cost and schedule.
▪ Developing dashboards, KPIs and management information to clearly communicate project
and contract performance.
▪ Analysing trends and performance data to identify emerging issues before they adversely
affect cost, schedule or operational delivery.
▪ Supporting client-specific project controls procedures, reporting calendars and governance
requirements.
▪ Contributing to monthly and quarterly performance reviews.
▪ Using Excel, Power BI and other digital tools to improve the quality, efficiency and
presentation of management information.
▪ Supporting continuous improvement of project controls processes, systems and reporting
tools.

Skills, Experience and qualities we are looking for:
Essential
▪ Degree, HNC/HND, professional qualification or demonstrable equivalent experience in
Project Controls, Cost Engineering, Quantity Surveying, Engineering, Economics, Finance
or a related discipline.
▪ Previous experience in a project controls, cost control, planning or similar analytical role.
▪ Strong Microsoft Excel capability.
▪ Experience preparing budgets, forecasts, cost reports and management information.
▪ Experience developing or maintaining project or operational schedules.
▪ Strong commercial, financial, analytical and numerical capability.
▪ Excellent attention to detail with a strong focus on data integrity.
▪ Strong planning, prioritisation and organisational skills.
▪ Ability to manage multiple contracts, projects and competing priorities.
▪ Confident communicator with the ability to work effectively with cross-functional
stakeholders.
▪ Strong written communication and report-writing skills.
▪ Proactive, self-motivated approach with the ability to work with limited supervision.
Desirable
▪ Experience within oil & gas, offshore energy, renewables, engineering or another safety
critical industry.
▪ Working knowledge of Primavera P6.
▪ Experience using Power BI or similar reporting/dashboard tools.
▪ Understanding of project controls principles including baselining, forecasting, change
control, progress measurement and variance analysis.
▪ Experience working within a client-facing environment.
▪ Knowledge of procurement, contracting and commercial processes.
▪ Awareness of Duty Holder/Operator environments and offshore operations.
